Stick to the topsheet only. The base needs to glide and take wax, and the steel edges must stay clear, so stickers in either place wear off quickly and can affect how the board rides.

Clean wax residue and moisture off the topsheet before applying. Wax is designed to repel things, and even a thin film can stop a sticker from gripping properly.
